O Brasil levou anos para finalmente fazer parte do grupo de mais de 70 países signatários da Convenção de Istanbul e adotar o ATA Carnet. E vergonhosamente, o País passará a não mais aceitar o famoso “passaporte da mercadoria”.
Para quem não conhece o ATA Carnet facilita a entrada e a circulação de materiais e equipamentos importados e exportados em regime temporário destinados a eventos, demos e testes.
Com o cancelamento do uso do ATA Carnet o Brasil dá um grande passo atrás nos quesitos desburocratização e agilidade no processo de liberação aduaneira.
Como transitários especializados em eventos sempre escutamos de organizadores de eventos (feiras, congressos, esportes e entretenimento), empresas expositoras e até mesmo outros transitários estrangeiros que o Brasil é um dos países que eles mais temem em embarcar carga. Muitos deles até mesmo pulam o Brasil quando fazem seu calendário. Infelizmente a fama do país é de ser extremamente burocrático, caro e pior ainda, corrupto. A adoção do ATA Carnet melhorou essa imagem negativa e agora, dá-se marcha ré.
Para o processo de importação sem o ATA Carnet permanece a necessidade de fatura, packing list, entre outros documentos de acordo com o material. E, acaba a isenção de LI (licença de importação) para equipamentos médicos importados com ATA Carnet.
É de responsabilidade do organizador de eventos saber escolher muito bem o seu transitário oficial para que este auxilie as empresas internacionais e as bandas a fim de que suas cargas cheguem de maneira segura e em tempo a atender ao evento.
Para o transitário bem estruturado e com equipe de profissionais treinados será apenas mais uma mudança. Para a imagem do Brasil, tenho minhas dúvidas.

It took years for Brazil to finally join the group of more than 70 signatory countries of the Istanbul Convention and adopt ATA Carnet. And now, shamefully, the country won’t accept any longer the famous “cargo passport”.
For those not familiar with ATA Carnet, here is a short explanation; this is a document that facilitates the entrance and circulation of material and equipment imported/ exported under a temporary basis and destined to events, demos and tests.
With the cancellation of the use of ATA Carnet, Brazil takes a huge step backwards in terms of reducing the bureaucracy and agility in the customs clearance procedures.
As a freight forwarder specialised in events, we constantly hear from international show organisers (trade shows, congresses, sports and entertainment), companies, bands, and even other freight forwarders that Brazil is one of the countries that they fear most when shipping cargo. Many of them even skip the country when planning their calendar. Unfortunately, the country’s reputation is for being extremely bureaucratic, expensive, and worse, corrupt. The adoption of ATA Carnet improved this negative image. Now this cancellation is doing the complete reverse.
For the importation process without ATA Carnet there remains the requirement of invoice and packing lists in addition to other documents depending on the type of material. The exemption of LI (import license) for medical equipment under ATA Carnet also comes to an end.
It is the responsibility of the event organiser to choose the best official freight forwarder to support international companies and bands so that their cargo arrives safely and in time for the event.
For the freight forwarder, being well-structured and with a professional, trained team, not having the ATA Carnet is just another change in the importation process. However, for the image of Brazil, I have my doubts.
Here is some advice for event organisers: check the references of freight forwarders who knock at your door asking to be officially appointed for your events, get to know their structure and history.
